Applicants who seek a waiver will be required to do a phone screening with the English Language Center (ELC). The ELC will then send the law school their evaluation, and then the admissions committee will determine if a waiver may be granted. As soon as a bill is introduced, it is referred to a committee. Both the House and Senate have various committees composed of groups of Congress members who are particularly interested in different topics such as health or international affairs. When a bill is in the hands of the committee, it is carefully examined and its chances of passage by the entire Congress are determined. The committee may even choose to hold hearings to better understand the implications of the bill. Hearings allow the views of the executive branch, experts, other public officials and supporters, and opponents of the legislation to be put on the record.

Bills can be introduced at any time during a session, but there are committee deadlines after which a bill will no longer be considered that session. Bills of this nature are returned to the last committee from which they were reported to the floor. If the bill is vetoed, it returns to the body where it originated, with a veto message. This veto, to be overturned, must have a two-thirds roll call vote in each body.

Passage of the bill is then reported to the other house where it is again read a second time; referred to committee for hearing; reported by committee; and third read and offered for final approval. If further amendments are approved, these are reported to the originating house with a request that the changes be approved. If the originating house does not approve, a conference may be requested and members from each house are designated as a conference committee. Upon agreement by the conference committee (usually a compromise of differences), each reports to its own house on the committee’s recommendation. The originating house acts first on the conference committee version of the bill. In the Senate, bills approved by the “committee of the whole” are placed on the Calendar. At this point, the bill has its third reading, after which time the bill cannot be amended unless the entire body agrees to it.

The President of the Senate or the Speaker of the House assigns the bill to a standing committee. The choice of this committee is made on the basis of subject matter, as outlined in Rules of the House covering the jurisdictions of the standing committees.

Without the two-thirds affirmative vote in both bodies, the veto is upheld. Once the enrolling reports are read in each house, the bill is signed by the Senate President or the Speaker of the House.
