The standard is defined in the Red Book, one of a series of Rainbow Books (named for their binding colors) that contain the technical specifications for all CD formats. Whether they are used to hold music, data or computer software, they have become the standard medium for distributing large quantities of information in a reliable package. Compact discs are so easy and cheap to produce that America Online sends out millions of them every year to entice new users.

That said, this is less of an issue if you keep your records in plastic sleeves. The biggest upside to storing your CDs in a binder is the space savings.
